A charge dispute goes to your card issuer or the merchant. A debt dispute goes to the collector under the Fair Debt Collection Practices Act, a different letter to a different recipient.
Timeshare here means a specific charge, a rescission-period claim, a disputed maintenance fee or special assessment, or a cancelled stay. This does not cover timeshare exit or getting out of the contract.
For a refused refund, this is one of three things that together let us route your letter to the issuer instead of the merchant, you also have to have paid by credit card and already asked the merchant. For an unauthorized charge it goes to the issuer either way, this decides whether the letter can invoke your FCBA rights or has to ask the issuer to identify the statement.
